STRENGTHENING THE CAPACITY AND RESILIENCE OF CIVIL SOCIETY ACTORS TO PROTECT, PROMOTE, AND MONITOR HUMAN RIGHTS IN RWANDA
CALL FOR APPLICATIONS TO THE RWANDA CIVIL SOCIETY COALITION ON THE UNIVERSAL PERIODIC REVIEW
I. INTRODUCTION
Since 2013, the Legal Aid Forum has served as the convener for the Rwanda Civil Society Coalition on Universal Periodic Review (UPR). Although UPR is a state-driven process, civil society organizations (CSOs) play a key role in influencing it through several avenues.
The coalition has been actively involved in the UPR process by participating in national consultations, conducting advocacy, monitoring the implementation of recommendations through alternative reports submitted to the HRC, and raising public awareness of the State’s human rights obligations.
Following the completion of the Training of Trainers (ToTs) for UPR coalition members, LAF plans to select 5 member organizations that express interest in conducting further trainings, ensuring the spread of knowledge to a wider audience.
Each selected organization will receive funding to cover costs related to the facilitation of human rights trainings within their respective locations.
II. OBJECTIVES OF THE CALL
In September 2024, LAF conducted a training of trainers for member organizations of the UPR coalition, to enhance their knowledge and confidence to effectively facilitate trainings on human rights for their constituencies.
As a follow up, the objective of this call is to provide financial support to 5 organizations to extend human rights trainings within their constituencies, further strengthening the capacity of civil society in the promotion and protection of human rights in Rwanda.
These trainings will be conducted at provincial levels in Rwanda, i.e; the Northern Province, Southern province, Western province, Eastern province, and the City of Kigali.
· Increased Community Awareness on Human Rights: Participants will gain a clear understanding of basic human rights and how they apply to their everyday lives, empowering them to advocate for themselves and others.
IV. BUDGET: Maximum 10,000,000 Rwandan Francs
V. ELIGIBILITY CRITERIA
· Only organizations that are members of the UPR Coalition and have participated in the September 2024 ToTs are eligible to apply.
· Applicants must demonstrate how they plan to utilize the training they received to benefit their constituencies.
· Organizations should outline clear objectives and outcomes for the proposed training.

Part 2: Proposal (maximum 2 pages) outlining:
· Based on the modules prepared by LAF, provide short narrative that outlines the proposed training, including objectives, human rights topics to be covered, and anticipated impact.
· A brief description of the organization and its previous work in human rights.
· Methodology of the training and sampling of beneficiaries
· Target audience and expected number of participants.
Part 3: Implementation plan and timeline (Maximum 1 page)
Part 4: Detailed budget and budget justification for the Activity – 1 pages Maximum

Applications are due no later 24th October 2024 at 16:00 PM Kigali time. Applications must be submitted by email to info@legalaidrwanda.org with ‘HR Proposal’ written in the subject line.
